The King's Choice — Norway
King Haakon VII flees to Elverum and issues his refusal to abdicate — the Elverum Mandate authorises the government to continue the war from exile, making Norway an Allied nation rather than a collaborationist state.
The German ambassador demanded that King Haakon appoint a Quisling government. At Elverum on 10 April 1940 the King publicly refused, declaring he would rather abdicate than appoint Quisling. Parliament endorsed the decision in the Elverum Mandate. This single decision defined the difference between Norway's government-in-exile in London and the collaborationist Vichy model.
